The Netherlands Refugee Foundation (Stichting Vluchteling) is an emergency relief organisation that supports partner organisations worldwide, to assist displaced populations. In case of acute need, the Netherlands Refugee Foundation provides funding to international and national partners in order to provide direct assistance, such as shelter, medical care, protection, cash, clean drinking water or sanitation. In the Netherlands, we provide information to the Dutch public about the situation of refugees as well as about emergency aid in general.

Stichting Vluchteling currently has a diverse and enthusiastic team with around 50 employees, working predominately from The Hague. The working atmosphere is informal yet decisive, which is necessary to be able to react fast in case of emergencies.

We are currently looking for a: Program Support Officer (32 hrs).

General tasks:

The purpose of the Program Support Officer ASPIRE is to support the ASPIRE program with program management, grant management and donor compliance. The rest of the role (approx. 8 hrs) will be dedicated to supporting the project team at large in delivering its set ambitions.

What is ASPIRE?

“Advancing Sustainable Partnerships to Improve Resilience and Empowerment” (ASPIRE) is a program funded by the Dutch Ministry of Foreign Affairs which aims to advance the leadership of 26 in-country organizations in Iraq, Lebanon and Türkiye. We do this through equitable partnerships that focus on the priorities and aspirations of these organizations by integrating streams of organizational capacity strengthening and direct funding.

Place in the organization

The Program Support Officer ASPIRE is part of the ASPIRE team, which consists of 1 program manager, 3 capacity strengthening facilitators, 3 MEAL specialists and 1 finance monitoring consultant. With the exception of the program manager who is based in the Netherlands, the ASPIRE team is based in the 3 countries in which the ASPIRE program is implemented. The ASPIRE team falls within the Program and Policy department in the Hague which consists of 15 staff. The person will report to the ASPIRE Programme Manager.

The project team also works closely with the Communications, Fundraising and Finance departments.

What does the job entail?

Support to the Programme Manager ASPIRE

Programmatic support across 3 countries:  

  • Support in yearly planning and alignment of different tools within the program: proposal, inception report, MFA outcome workshop document, log frame.
  • Follow up on different ASPIRE tools: CS tracker, lessons learned log, action points from reflections sessions and annual meetings, program outcome monitoring
  • Regularly checking on the activity plan, progress, and other smaller/unclear tasks.
  • Support with preparation and planning annual ASPIRE team meeting
  • Organising regular team meetings and making minutes of the meeting.
  • Conducting research or doing surveys where needed.

Support with grant management: 

  • Registration of grants in SV’s Enterprise Resource Planning system
  • Support the team in project contract management
  • Support team in handling & checking the reports from partners wherever required

Support with MFA reporting:

  • Support with reporting to the donor
  • Registration of program in IATI, a global reporting initiative in the international aid sector

Support to the Program and Policy Team 

  • Support the Program Officer’s (PO) to enter and upload required project data in IATI, at regular intervals defined by the back donor’s based on reporting requirements
  • Support the MEAL Advisor with reports from MALJA (Project management System), data analysis wherever relevant and research implementation

What do we expect from you?

  • More than 2 years of similar working experience related to the role, of which a minimum of 1 year in an international non-governmental organisation, preferably in the humanitarian sector
  • A Bachelor education on Business administration, Business economics, Humanitarian or Developmental studies.
  • Strong communication and writing skills: Ability to prepare reports, minutes of the meeting, learning and preparing assignments if required. Ability to present and convey ideas and information within & outside the organisation.
  • Collaborative approach: Helps others to achieve their best and contribute towards the joint objectives. Develop cooperation and teamwork while working with group of people and working towards solutions that generally benefit all involved parties.
  • Confidentiality: Ability to act with discretion and be respectful of the confidential matters.

  • Time management: Must be effective in planning, prioritizing and executing tasks and working effectively with deadlines
  • Fluent in English and fluency in Arabic, Turkish, Kurdish or Dutch will be an asset.
  • You are authorised to work in the EU and have a Dutch work permit.
