We are currently seeking a full time Program Officer to oversee the effective implementation of programmes worldwide.
Stichting Vluchteling (Netherlands Refugee Foundation) is an emergency relief organization that supports national and international partner organizations in helping displaced populations through the delivery of direct humanitarian assistance. In the Netherlands, we inform the Dutch public about the situation of people on the move, humanitarian realities and emergency aid in general.
Stichting Vluchteling currently has a diverse and enthusiastic team of about 50 employees, mainly working from The Hague. The working atmosphere is informal but decisive, which is necessary to respond quickly in emergencies.
We are currently seeking a full time Program Officer to oversee the effective implementation of programmes worldwide.
Program Officer (80% – 100%)
Common tasks
The program officer (PO) is responsible for managing grants that are provided from Stichting Vluchteling to both local and international aid organizations, in order to implement emergency aid programmes for refugees and displaced persons.
The PO will contribute to our overall strategy, which is focussing more and more on reaching hard to reach populations in conflict settings, with local partners. The PO will be expected to collaborate closely with our advocacy and access advisors and our communication and fundraising teams.
The ideal candidate will have strong in-situ experience with humanitarian program management, with working with local partners and with implementing our Monitoring, Evaluation, Accountability and Learning (MEAL) policies.
Place in the organization
The Programs Team in The Hague currently consists of seven program officers, a MEAL advisor, a Medical Advisor, a mental health and psychosocial (MHPSS) advisor, a Humanitarian Access advisor, and two advocacy advisors and a Program Support Officer. The PO will report to the Humanitarian Program Manager and will work closely with finance colleagues as well. The post will be based in The Hague.
What does your job entail?
- Steer the development of concept notes, proposals, reports (including financial), and other documents relevant to programs with our national and international partners mainly;
- Ensure that during this project cycle internal procedures on project and grant management are strictly adhered to; including reviewing project reporting and financial reporting;
- Maintain active partnership relation management, including planning regular calls, written exchanges and yearly visits;
- Monitor and evaluate aid programs, both from the office and on the ground where relevant;
- Ensure timely evaluations and audits of partners’ and our projects and monitor to ensure these are of high quality;
- Contribute to assessing partners’ organisational, project and grant management capacity;
- Actively contribute to the reflections around our MEAL strategies and organizational learning;
- Participate in internal and external consultative bodies such as NGO meetings and meetings with private donors when relevant;
- Actively follow developments in the region to feed advocacy efforts and actively contributing to the achievement of the regional strategic plan;
- Draft or review briefings/talking points to support our communication and fundraising strategies;
- Where relevant, function as focal point for all matters related to donor’s contract, compliance, guidelines and reporting and contribute to proposal writing to institutional donors.
What do we expect from you?
- At least five years of experience with humanitarian program management, program cycle management and with (remote) monitoring and evaluations of humanitarian assistance;
- Demonstrable international work experience in the field of refugees and/or humanitarian aid, work experience in the Great Lakes or Lake Chad region is a plus.
- Strong planning and organisational skills; rigorous in keeping track of reporting, evaluation and budget follow-up;
- Critical and constructive attitude towards MEAL beyond ‘ticking the boxes’;
- Experience with, and knowledge of, the implementation and monitoring of the Core Humanitarian Standards (CHS) commitments is a plus;
- Experience in working with local organisations and locally led responses is a plus;
- Experience with writing proposal for institutional donors is a plus;
- Excellent oral and written skills in English and French mandatory, literacy in other languages (Arabic, Russian or Dutch) is a plus;
- Willingness to travel abroad, including travel to conflict areas;
- Numerical insight, attention for details and process;
- Enthusiastic, creative, enterprising;
- You endorse our goals and aims;
- You are authorized to work in the EU and have a Dutch work permit.
